I'm wary of Xodo, simply because I see it turning into Drawboard eventually. I've tried Edge, and while it's nice and light, it's limited in what it can do for markup with the pen (drawing lines and polygons is nice for geometry). I'm a teacher, so I primarily use PDF markup for going over worksheets with students by casting to a projector, so I need a program that is fairly light-weight but isn't bare-bones in its functionality. If you had more than 7 slots on the toolbar, they're now locked, unable to be removed, and when you click on them, it just brings up an ad to buy a subscription. Except today, they now reduced the amount of slots on the toolbar for basic users. That version I purchased isn't even supported anymore instead they now have multiple tiers of overpriced subscription-based versions, which I refuse to pay for, so back to the basic version I go. Slowly, features that have been a part of even the upgraded version have been locked out. Two years ago, I paid for the upgraded version, a one-time cost. It's been by far the best PDF markup app I've used.until the past couple of years. So I've been using Drawboard since I purchased my first Surface back in 2016.
